A question about my friend's Cortebert

A friend of mine (same friend who bought the vintage Omega) recently bought a Cortebert from eBay:
and he would like to ask whether his piece was originally a pocket watch modified into a wrist watch.
The reason for his suspicions is that the lugs look amateurishly welded on - the weld is not clean. However, he does note that the lugs have the same patina as the rest of the case.
Therefore, his question is actually in 2 parts:
a.) Were the lugs recently modified?
b.) Did Coretebert/Panerai have a history of welding their lugs together?

Any help would be much appreciated.
