There is no doubt about that, and I can say so having owned several of the others (the 87 being my favorite).
Looking back, how incredible would it have been if the 64 were Panerai's only 1000m Sub? Now we see that introducing the 87 with a new dial would kind of become a big part of the brand's business pattern :-(
But, we are where we are, and the 64 will always remain in Panerai lore.
